A good Program of Requirements that meets the wishes of the people who will “later”, after delivery of the work, assume responsibility for its operation, comes about with the people who will later assume responsibility for its operation. However: “Different strokes for different folks”. So, it’s about making the choices understandable to all involved: what if? Ideally, a mission is defined, in which the venue defines its own right to exist.
The PoR focuses on how that mission can be realised. What type of performances do you have in mind? Cabaret probably, but also dance, pop and film? Classical music? Opera perhaps? And who are the players: professionals, amateurs? To what extent do you want to be a “create your performance” stage? Because in that case you need spaces geared to that function, such as a wood and metal workshop. Do you want to house a library? Will it be a Multi-Purpose Facility?
Or will you only “receive” touring productions from outside your own region or otherwise? Are you counting on small but also (very) large productions? Because that places special demands on the logistics of unloading and loading and the backstage area. And what will be the clearance of the stage? Will you be hoisting gear and set pieces above the playing surface…But, you also know that a performance attracting a small number of visitors is better not programmed in a large hall. How many auditoriums are there? What numbers of seats?
